At present, much attention is being paid to determining the purpose, the optimal structure and content of the school curriculum. They concern both researchers and practitioners of the education system. We highlight several reasons for growing interest in problems related to the educational program of a comprehensive institution.

The first reason is the binding nature of this document. According to the current legislation, the content of education in a particular school is determined by the educational program (educational programs), which is developed and implemented by the school itself.

The second reason is the existence of different approaches to the designation, structure, content, technologies of developing an educational program and its impact on the educational process. Many pedagogical teams have already accumulated some experience in developing and using educational programs in practice. This experience requires description and reflection.

The third reason is the increase in the significance of attestation and state accreditation procedures for educational institutions, during which the educational institution fulfills the requirements of the state educational standard in terms of the minimum content of the main educational programs, examines the level of implemented educational programs and their orientation.

The fourth reason is the need to develop forms of public-public education management. Students and their parents (legal representatives) may participate in the choice of educational content, with the exception of that part which is defined by the subjects of the basic curriculum and the regional component. Therefore, with the appropriate organization, the educational program can and should become the basis for a constructive dialogue between the school and the local community, especially parents, on the content and quality of general education.

In our opinion, the educational program is a document that defines only the content of education in a particular institution and the technology of the implementation of this content. Therefore, we consider it inappropriate to include in the educational program of the institution materials and sections that duplicate its statute, program of development and the annual plan of the school. In addition, since each educational institution has an educational program, this document should not be overloaded with theoretical and research materials.
